Bill 120017 is still very much in existence but politically it is dead or on life support. Several Council members are vehemently opposed to it and now there's the announced rumblings from the Mayor's office that there will be CLIP & SWEEP (aka the "trash police") on the case along with interns doing the stuff I am already doing on my own to trace down offenders.
I am still monitoring 120017 and I think for the remainder of the year I'll have to keep a permanent scan of phila.gov to see if anyone on Council tries to alter 10-1200 again.
I know it's totally unfair that Councilman Johnson was hit with thousands of bucks in fines because some political opponent of his got L&I to clamp down on him while every other politician using bandit signs splashed them everywhere; but the fix is not to legalize bandit signs.
Here we go again with our lightweight mayor focusing on the trivial issues, signs on polls, soda, cigarettes, etc., instead of the major crimes like the murder rate, black on black crime, home break-ins, bank and store robberies. What I don't understand is people who jump on these lightweight issues and hoop and holler about them, but their attention regarding the bigger crime issues seems to last as long as the blip of attention the news media gives these crimes. I guess the re-direction and slight of hand mayor Nutter uses by focusing on the little issues instead of the major crimes is working.
When QOL issues aren't addressed, greater ills follow. The bad guys like to push the envelope. If they see QOL issues like bandit signs and graffiti aren't addressed, they perceive that a neighborhood overrun by these issues doesn't give a damn. The bad guys then see what else they can get away with, "If they don't care about bandit signs and graffiti, I guess they won't mind if we deal drugs on the corner either!" Pretty soon there are thugs slingin' rocks on the corner. The sidewalks are full of drugged-out zombies and crack ho's, dealers are shooting at each other for control of drug turf, and you're too afraid to leave the house to go to the store.
I'm not saying that QOL should be ignored, but maybe if people gave the mayor and others who run this city half as much lip service about the major crimes as they give these "QOL" issues, those in charge may increase their focus on cleaning up this city, and I don't mean just getting rid of posters and signs. I've lived in Philly all my life and what I notice is that as the quality of the neighbors goes down the quality of life issues go up, not the other way around.
While the "broken Window theory" is by no means perfect, studies have proven that it is important to take care of graffiti, bandit signs and other forms of litter
