Several of us folks brought up the issue of bandit signs with Councilman Brian O'Neill last night at our Town Watch / Homeowners' Association meeting last night. I specificly pointed-out Slafman and Trexler as the worst offenders.
I dunno. He seemed to be taken aback as to why we were so concerned about bandit signs after he explained to us the possibility of our property taxes going up another 10% to 25% next year and possible water rate hikes. I'd say revenue collection and bandit signs go hand in hand. I had a spreadsheet that showed a potential $419,000 in city fines for the relatively small amount I removed in my tiny sliver of the city if the bandit sign laws were enforced. If the city would only collect what it is owed it from creeps like Slafman and Trexler, there would be less need to hit up honest, law-abiding folks for more revenue.
In favor of Mr. O'Neill, he wrote me back and told me he is most definitely against the proposal to legalize bandit signs.
New Bandit Sign Creep!
This creep had 17 of these signs plastered all over a two block radius around the intersection of Bingham Street and Martins Mill Road. The creep had to have put them up last night as I pass through this block all the time!

It's almost like these signs are increasing--like these guys are thumbing their nose at the city and the resident volunteers who are fighting them.
What's the status of city council legislation on these signs?

Signs (heh) point to Council Bill 120017 dying but it is not officially dead. Theoretically it can be left on the table all the way through the end of the legislative session. The committee that it sits in only met 3 times last year so it remains to be seen what Council will do. Council is well aware that nobody likes this bill.
On the other front, there is no word from L&I or the Streets Department what will be done about the signs. The last rumor that I heard at a civic meeting from someone "in the know" with higher ups within Streets, is that there is currently bickering between L&I and Streets on how the existing law will be enforced.
Again... the Mayor of Houston made this a major tactical issue and she backed it up with stricter enforcement of sign scofflaws, takedowns and better response when sign complaints come in.
For now, the City doesn't want to listen to your complaints about bandit signs, so I still encourage you to report them to BANDITPROJECT.ORG before you take your complaint to 311 or elsewhere at the City, because we need the data off the signs so we can trace down the owners.
I've now positively identified some of the biggest sign posters across Philadelphia. That was an EXCUSE that Streets gave me 2 years ago: that there's no way to find these people. BanditProject.org was created to PROVE THE CITY WRONG.
By the way, the official Bandit Sign Project is having a meeting at NKCDC's headquarters in Kensington to discuss summertime strategy and the Philadelphia Spring Cleanup.
One item I have brought up is to hold a contest similar to the one in Germantown, but the top prize is an Amazon Kindle Fire, and I'm thinking of doing cash as prizes 2 and 3.

If the city is so desperate for money, why don't they start charging fines for them posting these signs? Is that too much trouble for them? They clog all the poles in Gray's Ferry. I don't expect the signs to stay down even if I were motivated to take them down.

I thought the current ordinance DID mandate fines for illegal signs.

This creep had his bandit sign on a pole right near Fox Chase Playground. He nailed it high above a legitimate steel street sign thinking I couldn't get it off! WRONG! He'd better get an aerial ladder fire engine if he wants to try to stop me! His ghetto-looking business is right across the street at 7990-A Rockwell Avenue with the same signs in the windows and on the crabgrass "lawn" outside! Stop in and say "hello" some time!
Seems these two creeps tag-teamed the neighborhood last night and plastered this community-killing crap all over the place. These creeps actually took to nailing this street spam to trees! Why do they have to hang two to every pole, one right on top of the other? Maybe the creep advertiser asked the morons he hired to put two on every pole meaning "one to each side" but the clueless knuckleheads couldn't comprehend that? They even had some of the signs hung sideways! Just goes to show that the crack and meth-heads these creeps hire can't read or even properly do the simplest task!
