I would definitely be creeped out if somebody took my picture on the bus or the El. I don't know if taking his picture was the right thing to do but I would have also definitely informed the bus driver. There are surveillance cameras on all Septa buses now so the incident would have been caught on camera. I think he just looks like a harmless old goof ball, though.

I don't have any comment as to whether the OP acted appropriately but I will say EveryBlock, in it's automated wisdom, recently picked up the Flickr account of a guy who does exactly what the OP thought was happening. The thumbnails in the EveryBlock message looked a weird, not quite landscape photos with people as background but then the people clearly weren't posing. Clicked and it's page after page of photos of women in Philadelphia having their photos taken surreptitiously often multiple takes of the same person. The camera's hidden pretty well since none of the women have "Is that guy taking my picture?!" face. So it happens, probably more than people think, and often without people realizing it.

UPDATE: Reddit and the website Gawker are now sparring over CreepShots. The subReddit r/Politics has banned links to all Gawker content, alleging that Gawker journalist Adrian Chen was threatening to make the identify of the CreepShots moderator public.

As some of you may know, a prominent member of Reddit's community, Violentacrez, deleted his account recently. This was as a result of a 'journalist' seeking out his personal information and threatening to publish it, which would have a significant impact on his life. You can read more about it here.
As moderators, we feel that this type of behavior is completely intolerable. We volunteer our time on Reddit to make it a better place for the users, and should not be harassed and threatened for that. We should all be afraid of the threat of having our personal information investigated and spread around the internet if someone disagrees with you. Reddit prides itself on having a subreddit for everything, and no matter how much anyone may disapprove of what another user subscribes to, that is never a reason to threaten them.
As a result, the moderators of /r/politics have chosen to disallow links from the Gawker network until action is taken to correct this serious lack of ethics and integrity.

Under Reddit logic, outing Violentacrez is worse than anonymously posting creepshots of innocent women, because doing so would undermine Reddit's role as a safe place for people to anonymously post creepshots of innocent women.
