I was told Cecil B Moore Ave. will be turned into a special business district. Has anyone heard about this?

What all does a 'special business district' entail? Cecil B. from 25th - 30th cannot thrive until the neighborhoods bordering it are thriving. Even Cecil B. near Temple gets really sketch, really quick. Why bother with a 'no mans land' from 25th-30th when the gateways into this need to be improved first?
If you mean a business improvement district, there isn't enough real-estate value or strong enough business activity to start a bid here. That'd be the only tool the City would have. And there's absolutely no chance of any kind of a rennaisance here as long as North Central and Strawberry Mansion keep losing population.
Yeah, Girard Ave is a real shopping destination. Aside from Mugshots, it's nothing but garbage Chinese joints, bullet-proof take out shacks, dollar stores, weave emporiums, and a soon-to-be-added low rent supermarket. Girard Ave is still at least 10yrs away from being relevant.
I know what you're getting at, but technically Girard has wayyy more variety of shops than Fairmount Ave. In fact, the only type of store Fairmount has that Girard doesn't is Aly's wagon and the runner's store, and I have no idea how either of those stay in business.
Of course, the one thing Girard lacks Fairmount has in spades, sit down restaurants.
Did a comparison off the top of my head for giggles. I think Fairmount might win out, and obviously the quality is typically higher there. Girard has more in a smaller space (25ish to 29th). Fairmount has to go all the way from 25th to 17th to get the daycare and beer distributor). Still, both Ave's are pretty well stocked.
I'm sure I've forgotten businesses.
