Federal officials Wednesday charged a 26-year-old Philadelphia man with electronically filing 16 tax returns falsely seeking refunds based on the 2008 first-time homebuyers tax credit.

The U.S. Attorney's Office in Philadelphia said Jonathan Brownlee was charged in a 16-count indictment with filing false income-tax returns for the credit on behalf of a number of individuals

Michelle Brownlee agreed to cooperate with the D.A.'s office in the investigation of a con man who had been using bogus deeds to steal houses. She subsequently entered a program that allowed her record to be expunged after she stayed out of trouble for six months. (The D.A. said that she had been duped by the con man and had not profited from the scam.)

Rep. Brownlee said yesterday that she had "not had any contact" with her stepson for about 10 years and didn't know what he was doing.
